Warren County School Board Navigates Cafeteria Upgrades and Cell Tower Revenue
Warren County School District reviews facility upgrades including a cafeteria renovation and a novel cell tower lease agreement to generate revenue at no taxpayer cost.
School facilities rarely make headlines — until you look at the creative financial and operational decisions packed into a single board committee meeting. Warren County School District's recent session covered an agenda that ranged from cafeteria equipment to cell towers, offering a window into how smaller districts are managing aging infrastructure with limited resources.
The most tangible facilities item was a design services agreement for renovations to the Sheffield Area Middle High School cafeteria serving line. The project would replace approximately 50-year-old equipment — which underscores how long deferred maintenance cycles can run in school districts — alongside electrical upgrades. A separate permit renewal for sewage treatment at Eisenhower rounded out the routine maintenance side of the agenda.
The more entrepreneurial item was an agreement with ConnectEd Services to market district property to wireless providers interested in constructing cell towers. District administrators were careful to clarify that the agreement carries no obligation to approve future tower leases, but the arrangement could improve cellular coverage near school campuses while generating additional revenue at no cost to taxpayers. It's a model a growing number of districts have explored as a way to monetize underutilized property.
Superintendent Gary Weber offered an optimistic assessment of the district's trajectory on the personnel side: "We're in a way better position today than we've been in the past in terms of filling positions," noting improved applicant volumes and fewer vacancies heading into the school year. For a district balancing aging infrastructure, limited budgets, and staffing pressures, the combination of targeted facility investment and creative revenue strategies represents the kind of practical problem-solving that keeps schools running.
